The thing is Salih probably really does believe that Americans and Israelis are behind the attempts to overthrow him. He's a corrupt US/Israeli-puppet and sell out and has been for decades, because he thinks they're the only power in the region and he's only interested in being allied with what he feels is the strongest force. He simply can't fathom that anyone would be fighting against him without being paid by some outside power, he doesn't understand principles. He thinks the US/Israel are not pleased with him for some reason.
