Salih refuses to sign deal

Is Salih completely mad? He's being offered a brilliant deal, gets to retire with immunity after 32 years in power passing on power to his deputy. This makes no sense to me, perhaps the US/Israel/Saudis are telling him you MUST NOT leave or something.
